Of course, that pales in comparison to what BioShock 4 might have in store. This situation is starting to feel like Duke Nukem Forever all over again.
Take-Two’s latest quarterly report included updates on its game lineup, including Judas, Ken Levine’s (creator of BioShock and System Shock 2) next game. According to Take-Two, Ghost Story Games is targeting a release window between April 2027 and March 2029. Incidentally, this aligns with the timeline for 31st Union’s Project Ethos. This means we may have to wait nearly three years to play a game that has been in development since at least 2014. Levine first outlined his “narrative Lego” design philosophy in a presentation at GDC 2014 and revisited it in late 2015.
“We’re trying to make this crafted narrative, but in small chunks so they can combine in millions of interesting ways. The end goal is to have a narrative that plays out differently based on what the player does. We want to give players the experience of ‘this is a great narrative experience, but I’m going to play it again and again, and it’s going to feel different each time,'” Levine said at the time.
Clearly, successfully bringing this ambitious design concept to life took a great deal of time. It wasn’t until The Game Awards 2022 that Ghost Story Games revealed the game’s title and first trailer. Since then, additional details have trickled out here and there. In March 2024, Levine outlined the structure in more detail. Then, another developer blog post appeared at the end of 2025. In the game, players take on the role of Judas, a mysterious woman aboard the Mayflower, a city-sized generational spaceship carrying the last remnants of humanity to Proxima Centauri. After sparking a devastating revolution on the ship, Judas must survive by forming or breaking alliances with three of the ship’s ruling figures: Tom, who wants to preserve humanity in its current form; Nefertiti, who wants to transform humanity into a race of flawless robots; and Hope, who wants to end humanity.
The central pillar of the design is the aforementioned narrative Lego system, in which the player’s decisions – even the smallest behavioral details – shape the reactions and development of the three characters. A key mechanic called Villainy means that if players neglect any of the main characters, the characters will eventually turn against them and gain new powers to actively thwart their goals. Judas will be available on PlayStation 5, Xbox Series, and PC.
