Pete Hines, one of the key figures of Bethesda shared some interesting details about the game on Twitter by asking some fans’ questions. Obviously, a lot of people are curious how exactly Fallout 76 will work, given the fact that all previous games focused on single-player only, while this game will heavily focus on multiplayer instead.
Pete Hines answered a fan’s question in which he stated that the looting will be instance-based and everyone will be able to get an item from an enemy, not just the player who did the first hit.
@DCDeacon So in #fallout76.. if I see another player coming out of a specific area they just looted.. will there still be unopened stuff for me to loot, like they were never there?

Aside from this, Hines also talked about the possibility of custom servers that the players can make with their own set of rules.
