Ed Boon, director of Mortal Kombat 11, has posted on Twitter a clue about the next fighter to join the template: Nightwolf, a character already confirmed as part of the first Kombat Pack. No details on its release date are indicated.

Boon is reputed to joke and play with the fantasies of his followers, so we can not rule out that it is a false alarm, but it is clear that the imminent arrival of Nightwolf to MK11 is at least a plausible theory.

Nightwolf, for those less familiar with the game, is a wrestler introduced in Mortal Kombat 3. He is strongly tied to the history of Native Americans and fights with an axe and shaman powers that he cultivates in communion with nature.
